The Former President's Woke Warning Misses Europe's True Threat: Technological Decline.

The recent US national security strategy offers a flawed assessment of the European Union. It claims that unrestrained immigration and what it terms "progressive" policies represent an existential threat to European civilization. Yet, this perspective rests on a fundamental misinterpretation of the reality. The true challenge facing Europe is not cultural but economic and technological lag.

A Glaring Economic Gap Between Europe and the US

Statistics paint a sobering picture. From 2008 and 2023, US GDP surged by eighty-seven percent, compared to a mere 13.5% growth for the EU. Over this period, EU GDP per capita fell from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Currently, about half of the world’s 50 largest tech companies are American, while only four are from Europe.

The Technological Shortfall: A Critical Question

This widening disparity stems from stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, versus only fourteen in the European continent.

This disparity prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU stand? Experts widely concede it is essentially a contest between two between the US and China, with European nations starting at a clear disadvantage.

Root Causes of Europe's Innovation Gap

Several key factors explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic network for financing new ventures. The EU still lacks a genuine capital markets union, which caps the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can launch a product under a single set of laws to access a market of over 330 million. The EU, despite a larger population size, is divided among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, there are causes for optimism. European leaders are increasingly aware of the severe threat and have begun to propose serious reform. Key analyses on EU competitiveness and the internal market point to the necessity of major reforms.

With the right incentives and rule changes, these assets might enable much higher degrees of business-led breakthroughs.

The continent retains significant advantages: high-quality workforce, top-tier schools and universities, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing cutting-edge tech, it can still significantly increase productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a decisive crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's technological decline has been steady. But, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of world influence.
